Commenting on appointment of Governor, Mr Theodore said he had sug—gested to Lord Milner, shortly fifter 'his arrival than no further governor should he appointed for Queensland and that fhr duties of Governor for that State should be carried out by a. Lieutenant Governor. Lord Milner stated that although a. change in the system of appointing State-Goyernors for Australia was sure to c ome, -sooner or later, his opiv.ion was that the change would not come until there hsvd been a review of flip relations between the States and Common wealth, or at any rate until a majority of the States agreed to the change, J intend, added Mr Theodore, to get other State Premiers to co-ope-rate with me wif.h a view to abolishing the office of Governor, and to. allow the duties to be carried out by Lieutenant Governors appointed upon the recommendations of the State Governments. The principle justification suggested for the change is to ensure a policy of non-interfcsreaca with State Governments, which on certain occasions were seriously hindered through the attitude o,f imperially appointed Governors, imposing their will in matters only affecting local interests. It is considered that such actions lead to serious curtailment- of self-govern-ment rights.
