A Labor Outlook Wisely Expressed. The Labour party should not overlook the proper place which brains and ability must fill. Real wealth can be expressed only in terms of work apd whatever else might be sought as a solution for present-day difficulties, at least two thing's are essential.

One is that employers should seek the eon lice-re of their workmen in exploiting industry for the mutual benefit of both, and conduct their businesses so as to reach the highest point of production which mutual effort could attain. Ourtailment of production might do some injury to trade, but it does greater injury to the general interests of workmen whose measure of both wealth and leisure must depend upon the degree of output which results from their actual working time. __ The other thing required' is that workmen should broaden their outlook, and give a fair opportunity to other classes of workmen not favoured by apprenticeship or early educational and workshop training. In short, the cause of Labour should be made to involve less and less conflict between workmen and workmen in different grades. Men who look to Capitalists to be fair to them, should act fairly to each other. Thees lines of policy Labour would pursue not for a class benefit, but for a national benefit.—J. R. Clynes M.P.
