Sir Herbert Samuel has been appointed as a Grand Cross of the British Em. pire, on his appointment as Sigh Commisioner for Palestine. Samuel in a statement of his policy, says complete religious liberty will be maintained in Palestine. Sacred places will remain under control of the adherents of the respective religions. Civil administration of the country will be immediately established, the higher banks consisting of British officials and other banks will be open to the local population, irrespective of cropd- Order will be firmly enforced, and the economic development. of the country actively promoted. ' Measures will he adopted to reconstruct the Jewish national homo. Roads, railways, harbours apd electric power will be provided, waste lands,reclaimed, forests planted, malaria exterminated, industries in towns and villages encouraged and immigration developed.
