AUSTRALIA’S MANDATE. (Received This Day at 8 a.m.) - MELBOURNE, May 21
The report of the Royal Commission on the administration of the former German territories in the Pacific Islands recommends if the control be transferred to the Commonwealth, they should he administered as part of Papua, or' if this be disapproved, the territories should be kept separate-from Papua for piirposes of legislation and internal administration, but that one officer should administer both Governments.

It is estimated that 200,000 people in New South Wales alone will participate in the soldiers’ war gratuity bonds, involving a payment of £lO, 000,000.
