Macßeady came to a. final determination on' the new dual Irish policy, and decided to use every weapon in the States armoury in fighting terrorism and on the other hand to remove many restrictions imposed on . the general community, and to adopt a,more liberal attitude towards sedition unaccompanied by violence, and abandon indefinite iinprisonmeiits without trial. It is estimated the active terrorists do not exceed two ‘thousand, though Sympathisers doubtless number thousands. It is intended to establish mili- • tary flying columns for maintaining a continuous relentless pursuit of criminals and to secure independent evidence and execute ' proved murderers.
