The Hythe conference between Millerand and Lloyd. George has concluded ‘An official statement says that the French and British Governments recognise, on the one hand, that it is to their general interest that the reparation for losses and damage due to the war should be secured as soon as possible. With this object, it is necessary that the resources of Germany should be put in a position to regain financial autonomy ,bv the speedy fulfilment of her obligations. The Governments, therefore, express the opinion that in order to solve the economic difficulties which are gravely weighing upon the world, and which definitely mark the beginning of tbe era of peace, it is important to reach a settlement, which will reach the whole body of international liabilities, left as a legacy of the war, and which at the same time will ensure a parallel liquidation of the inter-Allied war debt, and of the reparation debts of the Central Empires. Accordingly experts will be charged as follows:

1. To prepare immediately for examination by their two Governments, proposals fitting the minimum total for the German debt, which will he capable of acceptation by the Allies, and at the same time compatible with Germany's capacity to pay. 2. To determine the method of pay ment, and of the capitalisation of Germany’s debt which will be best calculated to assure the realisation of the General views expressed above. 3. To establish conditions for a division between the Allies of tbe money payments by Germany in accordance with agreements which certain 'Allies have already reached and which remain to bo definitely settled in case of other Allies.
