SPA CONFERENCE. , LONDON, May 13. The Australian Press understands M. Millerand (French Prime Minister) will arrive in 'England to-morrow to discuss reports from Germany from commissions investigating the execution of the Peace Treaty in reference to reparations, and disposal of munitions, and nlsp to discuss the war criminals. It is hoped the Anglo-French may reach some. agreement before meeting the Germans at Spa, , and so avoid a repetition of the recent unfortunate differences.
GERMAN ATTITUDE. 1 PARIS, May 13. The newspaper “Excelsior” has interviewed Herr Schiffer, the German Minister of Justice who said the German War Criminal Tribunal will not try military charges. 'Hie torpedoing of the Lusitania and similar crime*-' will not bo regarded as military crimes if they are proved to have been necessary in sj, military sense.
