,IUSTICE EWING ’S R EPORT. MELBOURNE. This Day. .Justice Ewing’s report on Northern Territory severely criticised tin* administration in Melbourne. He finds too little attention has been given to many well found complaints on the. paif of residents, and too ninny representations made through official channels.
