despite differences of opinion and the withdrawal of the United States from active co-operation the Allies are strong enough to enforce rigorous conditions
again on Germany, and if a period of ' actual warfare is necessary could inflict a stinging defeat on German forces. The Germans in their crass and arrogant stupidity are thus courting something more than mere defeat—actual disaster in fact by seeking to overthrow the victorious rights won by the Allies by the original surrender of Germany and her decrepit Allies. The conference at San Remo now proceeding may be expected to take stern measures to bring recal-
citrant Germany to a recognition of the position of affairs. The Entente Allies have the naval, military and aerial forces available which could bring swift discomfort upon Germany if she longer dallies over the peace conditions, and in the interests of European affairs the sooner Germany is brought to recognise and submit to the inevitable the better all round. The Allied Governments will find it greatly to their interests to have a tranquil Europe setting about reconstruction rather than destruction, and
the former conditions must needs be enforced now.
