FRANKFORT' 'CONDITIONS. PARIS, April 14. Regulars have replaced practically all the French coloured troops in Frankfort. Telegraph and telephone restrictions have been withdrawn. A crowd roughly handled British cinematograph operators and smashed their machines. The burgomaster apologised and compensated the operators. BELGIAN TROOPS ARRIVE. (Received this day at 8.40 a.m.) PARIS, April 15. Seven ■ hundred Belgian troops have arrived at Frankfort. There was great enthusiasm among the French garrison. Germans lined the streets, but showed no hostility. GERMAN OPINION. (Received this day, at 9.30 a.m.) BERLIN, April 15. German newpapers commenting on M .Millerand’s speech. stated the . French allegations regarding German militaric tendencies cannot be accepted from a Minister like Millerand, whose Government was merely the tool of Marshal Foch. It is necessary to know whether the San Remo conference will convince France that she must bo permanently under the political moral control of her Allies.
