GERMAN OPINION. (Received This Day at 8 a.m.) BERLIN, April 7. Tho press generally has been instructfed to refer to the Ruhr measures as merely police action. Therefore the maof the public to-day were totally ""unprepared for the sudden military situation. It relied on Government’s assur-' ances that the measures were immedjjfcly indispensable for the restoration j order, and that French action endanr gers the Republic.
