At the Chambers of Commerce Con. ference, the president said there was a crying need for increases of production hut there was a growing inclination on the part of the worker to produce less work and for shorter hours. There was a general unrest and discontent everywhere, and every legislative device to check the evil was doomed to failure. There seemed to ho a deliberate plan on the part of comparatively a few extremists. to wreck the present social industrial fjyste'm by revolutionary methods. Towards these, there should be no compromise, hut towards the legitimate demnds, they should manifest patience, sympathy and justice.

A conference of representatives of metropolitan municipalities carried a motion, asking the Government to authorise Municipal Councils to engage in wholesale trading and insurance, as a. means of reducing the cost of living to the people. Braddon moved a motion that in view of the failure of compulsory arbitration, the conference should evolve other methods to abolish industrial unrest. He suggested the creating of the simplest type of an ini. perial tribunal, to annually fix the basic wage for the the abolition of the existing arbitration machinery and creation of employers and employees committees on lines of tho Whitley scheme.
