It is announced here that negotiations have been instituted, with Brj r tain’s assent, between the Soviet and | the German Government for Germany [to run Russia’s railways. It is announced that negotiations are still proceeding. Germany has arranged to rim weekly trains between Berlin and Moscow' for the purpose of exchanging prisoners. ’ Germany it is stated, takes over the Russian railways for thirty-four thousand million marks.
SOVIET OFFER OF PEACE. (Received This Day at 8 a.m.) LONDON, Feb. 26. A wireless message front Moscow states the Soviet sent Notes to America, Japan and Roumania offering peace.
