Germany is endeavouring to arrange loans in the Scandinavian States, South America, Spain and in Switzerland, om similar terms to the Dutch loan. ' • '

COMMUNISTS IN GERMANY. , - BERLIN, Feb. 4. Communists to the number of 188, including a number of Russians, and leaders of the revolutionary agitation, have been arrested for participation in a meeting in' Berlin. '

VON LEISNER’S RESIGNATION. (Received This Day at 8 a.m.) PARIS, February 5. Von Leisner, in a letter to M. Millerand points out that he explained ten times in writing and thirteen times verbally, why it was impossible to deliver up the war criminals. He returns the list because ho could not be instrumental in assisting in the extradition. * Berlin reports the acceptance of von Leisner’s resignation.
