Churchill explaining ,the reorganisation of the Territorials, said the Army would be divided into two - branches,' the Regular Army and the Territorial Army. Both would be complete and self contained.
The Territorials would enlist for three years and trained men for four. Men, officers and commanders would be chosen from those who commanded battalions in the field with distinction. Hon Churchill quoted Admiral Wilson’s dictum that the navy cannot play international football without a goalkeepei adding that the Territorials were .the goalkeepers. As a result of the war, Britain’s frontiers had moved' further afield.
The Territorial Army would be based on the basis of Imperial, defence, including responsibility to France and Belgium and would be ready for a supreme emergency to defend against aggression whether on the Rhine or India. The total war establislimet would be 445,009 of whom only sixty per cent, would be recruited in the first instance.
