Unfortunately the representatives of Zemstovs and co-operatives are lending themselves to the game, and the Japanese propaganda tends to excite the masses against all foreigners.

Reports state that Vladivostock is completely in the hands .of the revolutionaries. Japanese troops remain neutral.
