ALLIES AND GERMANY. PARIS, Feb. 1. The Inter-Allied Commission declared that cruisers to be delivered under the terms of the Peace Treaty must be completely armed and provided with all material, except ammunition and explosives. Germany replied that she was obliged under the armistice to disarm all unfinished warships and therefore the material was removed and subsequently the parts were used for industrial purposes. SENATE AND TREATY. (Received This Day at 8 a.m.) JEW YORK, Feb. I. The New York “Times” correspondent states it is understood Mr Lodge will ask for the unanimous consent of the Senate to bring up the Treaty, and if necessary, will ask for the suspension of the rules of order to bring this about. A two thirds majority of the Senate is necessary to effect the suspension of the rules.
