TURKEY’S POSITION
LONDON, October 5. t The London Daily Telegraph’’s Paris correspondent states : —New# from Turkey is increasingly disturbing. It r» now reported from Adrianople that Broussa has joined the National movement against the Government. It is not clear whether the municipal authorities or the independent leaders are heading the revolt. It is generally considered that the situation is such
• that it will be necessary for the Allied Supreme Council to take it up at the earliest moment. It is likely that the idea of dividing Turkey will be abandoned, in favour of instituting international control. Possibly America would participate. ~ jt is feared that Italy’s and Greece’s unwillingness to evacuate the territory they are now occupying will prove an obstacle.
V . CONSTANTINOPLE, October 15. The appointment of the new Government restores a sinister figure in Kemal Pasha on the political stage. The situation created is tantamount to a re-establishment of the Committee of the Union and Progress. The Govern- . ment keeps in constant touch with I.emal, who apparently has approved of its composition. Turkey’s attitude to the Allies which has hitherto been amicable is now likely to show a rapid change.

Baron Goto in a speech, said that Japan would ratify the Treaty as soon as Germany handed over the documents relating to Shantung and would then submit to China’s definite liberal proposals in reference to Shantung. This would ho done within a few months.
RATIFICATION DELAYED,

The “Times” Paris correspondent states that it is announced on behalf of France, Italy and England that the deposit of the ratification of the Treaty will not occur this week, hut has been postponed for some time.

The “Times” Paris correspondent states that it is reported that Japan has notified tho French and United States Governments the terms on which she is willing to return Shantung to China. The American Peace Delegation has not received any notification from Japan,

During the Senate Debate on Shantung question Mr Kellogg opposed amending the Treaty declaring it was inconsistent for United States to presume to dictate iij the Far East now, after remaining silent while Germany and other nations had been allowed, without protest, to seize territory there in years past.
