The “New York Times” Peking «orrespondent reports that diplomatic and financial circles "believe that Japan is asking for the recognition of her paramount position both in Manchuria and Mongolia, failing whicli she will refuse to ratify the Peace Treaty or to enter the League of Nations. ALLIES LATEST PROJECT. PARIS, Sept. 28. The Allied Supreme Council have discussed the question of the peaceful blockade of Bolshevik Russia, without any declaration of war. They decided to'ask legal advisers whether a satisfactory formula could be found to apply such a measure. THE ALLIES DEMAND. LONDON, September 29. Marshal Foch on behalf of the- Allies, has presented a note to, Germany declining to accept the Government’s plea of impotency anent the withdrawal of Germans from the Baltic Provinces, and orders the Government to proceed,with the withdrawal immediately. Until this is done the Allies refuse to consider the German proposal for the supply of raw material and financial facilities. < Luxemburg’s plebiscite ‘decided in favour of a Customs Union with France. ’ «
