GERMAN NEEDS. (Received This Day at 11.20. a.m.) LONDON, Aug. 9.
A White Paper reports Doctor Ernest Starling and agriculturists sent to Germany declare there was semi-star-vation and a long time will be required to restore efficiency. They say if the Allies supply working capital to restart German machines they will acquire a measure, of control, obtainable in no other way, and the certainty of their contribution to the expenses and damages of the war. The urgent needs are food for the workers, concentrated feeding stuffs and manures, for agriculture, and raw materials, chiefly cotton, wool, flax, leather, iron ore, and certain other ores and of food in the form of meat and oil. Seed is immediately necessary.
