Belgians first entered the city and I promulgated iron-clad rules that civilians should leave the sidewalks and uncover when Belgian officers approached and that hostages should be given up. . ■ Their dignity was so hurt that they protested to the International Armistice Commission, but learned, that the rules were the same as those laid dow n bv the Germans at the time of their occupation of Brussels. The Belgians never intended to maintain these rules, and yesterday another snd greatly modified set was issued. They are still stringent hut-they eliminate the clauses compelling the tants to quit the sidewalks. Yesterday the Belgians made way f O , French troops to take over the city and the populace,was anxiously waiting to see if it fared any better under ■ the new regime.
