The Belgians never intended to maintain these rules, and yesterday another snd greatly modified set was issued. They are still stringent hut-they eliminate the clauses compelling the tants to quit the sidewalks. Yesterday the Belgians made way f O , French troops to take over the city and the populace,was anxiously waiting to see if it fared any better under ■ the new regime.
