For the provisions necessary for the foundation of the League, the first was permanent secretaries, the second to Ex a place of meeting; the third for periodical meetings; the fourth, that no war shall be possible until the trouble has been discussed at a meeting by the leaders of the League which should have administrative powers as well as authority to settle disputes.
