The correspondent affirms that the interview embodies that Britain was not only willing but desirous at the Peace Conference to organise a permanent League of Na- - 4, ions. For the provisions necessary for the foundation of the League, the first was permanent secretaries, the second to Ex a place of meeting; the third for periodical meetings; the fourth, that no war shall be possible until the trouble has been discussed at a meeting by the leaders of the League which should have administrative powers as well as authority to settle disputes.
