BOSUN’S .MATE TO DICTATOR. LONDON, Dec. 4. A message from The Hague says that a remarkable personality thrown up by the German revolution is a sailor called Heise, formerly bosun’s-mate in a Üboat, and now Dictator of Hamburg and the vicinity, and the soul of the movement for the establishment of an independent republic of the lower Elbe. Heise sprang into fame at a mass meeting of Hamburg marines on November Bth. After listening contemptuously to the oratory of professional demagogues, Heise sprang on the rickety platform and roared out, “You are listening t,o a useless pack of demagogues and tub-thumpers. You should elect one of yourselves to lead you. Now go and choose.” When lie later asked the crowd if they had chosen, there was a roar of assent. “You’ve elected yourself.” Heise established himself at tho Senate’s office, where, with the aid of a
fleet of armoured ears, he keeps exemplary order liy sharp methods, meting out summary punishment to wrongdoers, thieves and looters. Heise now considers the time has conic to seek outside recognition, and recently sent a delegation to Holland to ask for the support and recognition, of the Allies in establishing a Ilansa republic entirely independent of Berlin. He assured a great reception fo any Allied warship which would lx* sent.
