Tlie German troops who have beei occupying Russia are returning t< Germany. They are under great difficulties. Hall a million men are being forced ti march homo in snow and rain. They : are unable to use the railways, because 1 the returning Russians have taken ovet all tlie rolling stock. The Germans are robbing villages, and the inhabitants are fleeing when tlie soldiers approach. THE GUILTY ONES. LONDON, Dec. 1. Continuing his speech at Newcastle, Air Lloyd George declared that he intended to see that the persons who liaa inhumanely treated our prisoners were held responsible. He did not wish to pursue a policy of vengeance after the war, but we must now make an example of the rulers who had plunged the world into war. It was intended to make a fair but stern investigation as to the authorship of tlie war, and they must pursue this up to the final reckoning. Submarine piracy must be punished, and also thoUt* responsible for the devastations.
Regarding the responsibility for the invasion of Belgium, some of the great est jurists have unanimously advised the Government that the Kaiser was guilty of an indictable offence, for which he ought to be held.responsible.
