PLOT TO RESTORE KAISER

(Received this day at 10.x5 a.m.) LONDON December 2. The “Daily Express’ l Amsterdam correspondent states a widespread plot headed by General Mackensen to restore the Kaiser was discovered in Germany. Many arrests were made tyi Berlin. Pan-German bureunoraW officers corps were implicated. SOCIALIST CONSPIRACY. (Received This Day at 10.35. a.m.) LONDON. I)ec. - Herr Ebart admits an Independent Socialists conspiracy to overthrow Government. The German press says utter administrative confusion reigns. It accuses Government of squandering eioht hundred million marks in three weeks. It does not refer to the Crown Princo or Kaiser but blames Ilolweg, and Von Jagow for the war policy. Soldiers bitterly denounced the Kaiser’s flight. :

The plot to restore German Imperialism collapsed, owiim- y> secret service men overhearing a conversation on a telephone. Many arrests were made in Berlin and other cities. Government has a long list of suspects, who planned to seize members of the present Government. No direct evidence of the exIvaiser’s connection with the plot has been found, but it is believed tile outline of the plot was brought to Berlin by two of his suite, who visited Berlin ostensibly, taking the matter up. Lieut .von Bohlen' controlled the financial arrangements. General Mackensen is reported to have attempted to induce Hindonburg to join, but the latter refused, saying he intended to retire after demobilising. The whole of the Prussian Court is alleged to be in sympathy with the plotters.
