Reports from Helsingfors state that Trotsky has resigned, and will he replaced as War Commissary by Stolipsky. It is also stated that 12,000 counter revolutionary troops are marching on Petrograd. WAR PRISONERS. WASHINGTON, Nov. 10. The United States has protested to the German Government against tho maltreatment of American prisoners, who were forced to work, while all were forced to labour in mines, the Germans compelling civilians to labour and expecting them to care for their own quarters. Mr Hoover, the American Food Controller, shortly- leaves for Europe to assist in plans for preventing famine in jNjorthern France, Belgium, Austria, Bulgaria and Turkey. From Berlin the new Government is despatching persons to the various towns to warn the people against Bolshevikism and against upsetting the food organisation. These representations have resulted in cheeking the revolutionary element.
