NEW YORK, Aug. 24. Mr. Alfred L. Becker, Deputy At-torney-General for New York, publishes the results to-day for his investigation of the methods employed by German propagandists to slow down American war preparations. He deals specifically with the case of George T. Ordell, former Berlin correspndent of the Evening Mail, owned by the German Government until its seizure recently and shows how Odell pre. pared a series of articles for publication in the United States purporting to reflect the impressions of an American traveller in Germany. They indicated that the Kaiser’s days were numbered owing to the overwhelming opposition to the war of the German masses, who were represented as believing that they were the victims of Prussian Junkerism. The idea that the Imperial Throne was tottering and that therefore no great military effort on the part of the United States would be necessary was instilled into Odell by representatives of the German Government. These representatives sought to circulate the view that a revoluntionary movement was being engineered by the middle classes and capitalists. At the same time the Kaiser’s representatives gave different versions in Russia that the German revolutionary movement was an upheaval of the Socialists and proletariat against tile middle classes _and capitalists. When the opjpsite version manufactured for American and British consumption filtered into Russia it was denounced to the Bolsheviks as an English perversion,
