The “Cologne Gazette,” commenting oil the war situation, pessimistically points out that the Allies have with an enviable secrecy, secured a nunieiical superiority in tanks, man-power, gun power. Germany could no longer hope to change this. A correspondent comments there is ample -Mdence that an overwhelming fear grips the enemy commanders. Their man-power and gun-power have dwindled. since July as never before, and, still more important, the army moral lias sunk low. Their only hope of averting a major catastrophe, is in finding a large number of fresh troops. The long, campaign has tried their average, except the Americans who overshadow the scene as an unknown quality. The French, British*, and Germans mutually admit their weariness. FIGHT ON FOE, VICTORY! AMSTERDAM, September 30. The Kaiser has telegraphed to the Westphalen Patriotic Society as follows:—“Glance at our heroic son s and their leaders. They can protect the German people in any event in the changeable fortunes of war, against. unworthy discouragement and unjustified doubt. Germany has undeniably decided to utilise all her forces to fight this enforced defensive war until victory is assured, so that the Government, of the Fatherland sdinll he protected for all time against foreign oppression.” GERMAN MINISTERS RESIGN. AMSTERDAM, Sept. 30th. The “Vossiche Zeitung” understands that Count Herding (Imperial Chancellor). and TTcrr von Hintze (Foreign Minister) have tendered their restgnaLONDON, Sept. 30. Reports from Amsterdam state that a majority of the parties in the Reichstag have agreed to tho necessity of L ar liamontary Government. HER TUNG’S RESIGNATION ACCEPTED. AATSTERDAM, Sept. 30. The Kaiser has accepted Count Hertling’s resignation.
