GERMAN POLITICAL CRISIS. LONDON, September 22. The “Daily Telegraph’s” Rotterdam cori'espondent states: The reassembly of the Reichstag is awaited with the tensest expectation. The position can fairly be described as being that the (Government does not know liow it is to govern, while the politicians in power do not know what policy to pursue.- Certainly Germany’s rulers ate trying to stave off final disaster by convincing the army and people that demoralisation must cease and that a National Government must be established with one policy, namely to save t-lio Fatherland from destruction. Admiral Behucke’s appointment amounts to a confession that ruthlessness in submarining lias failed. Admiral Behucko has always opposed the application of ruthlessness to neutrals, and apparently considers it sucidal to invite fresh complications with neutrals. The “Daily Chronicle’s” Amsterdam correspondent states: The German, political crisis is further developing. It is owing to the recognition by important sections of public opnion that the Entente’s distrust of the Kaiser has made their Governments unlikely to respond to any peace overtures emanating from them. Many political conferences are proceeding.
