It is officially stated in Berlin that the situation in the East is extremely delicate. The Polish Ukraine position is far from satisfactory, and will probably bo discussed at headquarters, together with Vienna’s policy, in the presence of Von Hintze. LONDON, July 30.

General Horvat-, chief director of the Chinese Eastern Railway, has informed the Daily Mail correspondent, Mr Falk, that it is possible to reconstruct the eastern front through the Urals, by which route a million men including 300,000 Allies, could be sent. Intervention is inevitable, as largo bands of Austrian and German prisoners, calling themselves “International Socialists,” who really directed the late Mirbach murder, are acting in collusion with the Bolsheviks, and are endeavouring to seize Eastern Siberia, in pursuance of the German plan for. the penetration of the whole of Russia.

The Russians would welcome intervention, but they may appeal to Germany if it is longer delayed. Japan must provide the bulk of the troops, the Allies providing money and transport materials. The scheme needs important forces, because Germany could promptly arm 250,000 prisoners in Russia and Siberia. Admiral Kolchak has informed Mr Falk that intervention was absolutely necessary, and the Russians would not object to a Japanese army under an

Allied mandate.
