CANTERBURY EDUCATION BOARD
'Tile Board met on Friday last. Present—Messrs C. H. Ouie (chairman;, John Jamieson, E. 11. Andrews, C. S. Howard, J. Maze, G. W. Armitage. Hon J. Grimmond, M.L.C. Hie Appointments Committee’s report which was adopted stated that after considerating. the question of the tenure of scholarships, the committee was of noinion that no public money should ho expended on scholarships held at sectarian schools. The Department reported that as it had boon found that ver,\ many of the candidates for Junior Scholarships were quite unfitted to take the examination, head teachers would be required to make selection and present only those who bad good prospects of qualifying. Further, tiiat in the event of junior free places being granted to applicants over 15 years of age (a proposal now under consideration), such candidates would be required to roly upon the proficiency certificate examination. The S.P.C.A. wrote proposing to give certificates in the schools for tlio best essays on kindness lo animals, and asking the Board’s support. This it was agreed to extend to the proposal. It was resolved not to appeal for the exemption from military service of Second Division reservists under its control. The motion was passed consequent upon a letter received from the Timarii Second Division League, and another, also from Timnru, requesting the Board’s appeal in the. case of the headmaster of one of the Timnru schools. Mr C. 11. Opie stated that the Board’s decision was arrived at in view .of the fact that so far it had had no difficulty in filling vacancies caused bv the calling up of reservists. An amendment, to the effect that the Board should appeal for all teachers classed Cl. moved by Mr Andrews, was defeated.
Camerons.—Juspeetor Valentine sug- ' gosted that the foreman be asked to report on the best means of enlarging the school, which has 400 square feet of iloor space and a roll of 43 pupils with two teachers. A letter was received from the Committee on the same subject, and applying for grant of £lo foi gravelling school grounds. Itesolved ' that n copy of Inspector Valentine’s report be sent to the West Const foreman in order that be can report on the best menus of providing additional accommo- ' ; dation, with estimate of cost, and that j a grant of £lO be made towards tbe cost of shingling. Ifari . Hari.—Letters were received from Inspector Valentine and Mr Adamson’s solicitors regarding the taking of land under the “Public Works Act” for the enlargement of school site.—Roi solved that Mr H. Adamson lie offered ! £IOO for 3} acres of land, subject to ' his meeting the cost of the necessary fencing; application made to Department for grant. ' Maintain*.—The Committee applied for. a. grant of £.l towards improving the school grounds-.—‘Granted. I Mananui.—-The Committee applied for a subsidy of £5 towards improving the school grounds.—Granted. Otira.—The Committee asked the Board to erect a teacher’s residence.— Consideration was hold over. Woodstock.—The Committee made application for a pair of now gates for school fence.—Granted. Carpenter to be stationed in Westland. —lt was decided to hold over until next meeting, consideration of the proposal to appoint a carpenter to live in Boss. Workshop, Grey.—-Gas to be installed at a cost of £lO. Taranvakau.—•New outhouses granted, ■ to cost £l4 3s; fencing, repairs and painting to be allowed to stand over. Humphreys.—School to bo put on the list for painting. Dispatch Foundry, Ltd., Greymouth. —Letter from the Secretary notifying the Board that tlfe directors bad made a grant of £lO towards the cost of carrying on the School of Engineering. —Agreed that the Secretary be instructed to write and thank tbe directors for the liberal donation towards the fmius of the school. •Teachers’ Classes.—Circular received from the Department re teachers’ classes notifying a grant of ,C 370 under certain conditions.—Agreed that, the conditions h<» accepted.
Teacher*’ Classes, Grcymiouth.—A report was read from Air \Viekt's oil the work of the Teachers' Classes at Greyiiioulh.—Resolved to thank Mr Wiekos lor the work he has done in eonnexion with these classes during the past two
sessions. Awatnna. —(foreman to attend to defective outhouses; clock to he supplied, if available. Bluespur.—Modulator and map of British Isles to lie supplied. Goldsborough. —Foreman to attend to repairs to floor of verandah; map ol Australia to be supplied. The, appointments made included the following; (At ir£i—Miss AI. O’Donnell, assistant inistress. Camerons —Mrs L. E. Smealon, mistress. Ross—Miss Elizabeth James (as probationer.) Hari Hari—AlTss A. Patrick, mistress, was granted one month’s leave of absence without salary, ns from August 12th. The following resignations were received and accepted:Arahurn Road—Mrs AI. Henderson,* assistant mistress. Hokitika—Air L. F. de Berry, headmaster. Railway tickets to School Boarders.— A letter was received from the Department. to the effect that while no objection would be offered to the issue ol railway tickets to enable hoarders to travel to and from their homes at weekends (although such uso of them was not. orginally contemplated), yet the privilege, could not be extended to vacation times or occasional holidays; further free tickets were not to be is-
sued to scholarship holders in receipt of boarding allowance. Inspection reports were received from Mr Valentine on Awatuna, Blue Spur, Goldsborougb, and Mnnamii schools. Hatters Terrace: Miss N. E. Kelly to be informed that in view of the failing attendance, the Board did not pro:oso to appoint a head teacher to Hatter’s Terrace with a salary as of Grade HI. Otira : Miss M. Horne to be informed that a probationer vacancy at Black hall had already been filled. Scholarship (Jules Malfroy): With reference to the boy, Jules Malfroy, whose, ease, the hoy’s father had asked the Hon. Grimmond to bring before the Board, it wa’s explained that as a junior scholar the boy was not entitled to board allowance, as the Hokitika D.TJ.S. could have furnished all the instruction, but that for this year the Do oartment evidently regarded the boy ns i Senior Scholar and therefore entitled to board allowance while at Waitaki. Staffs and. Salaries : —A letter was re ■eived from the Department op the matter of staffs at Orvhi. Lwthfiold, Le Bun’s Bay. and Baron. ft was pointed out that what the Board lintt been unable to understand was why the two first’ mentioned ca vs wore pra<.~ -.ically identical, should be treated differently, Grade 111 salary being allowed in one case and only Grade II salary in the other. As regards Lo Bon’s Bay, the teacher having held the position for five years, she was in the opinion cf the Board entitled to the ordinary throe months’ notice, whether

Agreed that the Secretary be instructed to write and ask the Depart when Dr Anderson proposes visiting Groymouth so that arrangements can lie made for the West Coast Board members to confer with him. It as resolved that tenders he at once called for tile Hokitika Technical School buildings.
The Westland Chamber of Commerce forwarded report adopted by the Chamber in regard to Educational reforms. —Received ; referred to Appointments Committee. C’obden :—The School Committee forwarded report on the School’s observance of tlie King’s Birthday, in connection with verbal complaint that certain members of the staff had failed to join in the singing of the “National Anthem.” —Action of Committee approved.
Okarifco: Letter from Mr J. W
Thomson complaining that although a New Zealand Ensign had been provided for the school, the King’s Birthday was allowed to pass without the Hag being flown.—Received and referred to Appointments Committee. 'Hie supervisors report included.— Teacher's Classes are still being carried on at the three centres in the district, and the attendance arc all that could be desired. Messrs de Berry “and Wilson have taken up the positions they were appointed to in connection with the Grey Classes. Word has just been received that Mr de Berry has been appointed 11. M. of the Marton D. 11.5. I should advise letting the class in drawing that he has been conducting drop for this session. B.v the -ur.e Mr do Berry has to go about twelve lessons will have been given. Mr Valentine states that at present there is no one on the Coast .capable of carrying on this class in Drawing. In furtherance of mv report to the Finance Committee, 1 have to state that I wrote to all local bodies on the West Const, asking for contributions to the funds of the Greymouth Technical School. The Dispatch Foundry, Greymouth has donated £lO, the Hokitika Borough Council has written to say that the matter has been referred to its Finance Committee. If the other local bodies that contributed last year contribute again this year the total amount of voluntary contributions will be something like £SO.
In connection with the deferred school Committee elections, it was reported: That complete committees had been appointed at La Fontaine and Hatters.
For. Koitcrnngi, throe Wore elected and . Messrs R. A. Harcourt and D. Clark arc recommended for appointment. —Agreed to. For Mananui, 4 members were elected. a further name to be asked for, For Callaghans, Mr. S. Kavill was appointed Commissioner. For Okum, Messrs E. Xerger and J. Cuttance were appointed Commissioners.
