Ukraine peasants are cutting down vast areas of green crops to prevent the harvest reaching Germany. Count Erzberger writing in the “Vossische Zeitung” states exasperation against the Germans is increasing throughout Ukraine. Railway workers are planning a general strike and peasants are refusing to deliver grain. Ko German soldier dare appeal- in Kieff unarmed, some have already been shot down.

RUSSIA ORGANISING. LONDON, May 31. The “‘Morning Post’s” Petrograd correspondent states that although the White Guards who are tlio German advance guards are reported at a irontier station, a score of miles away from Petrograd, the city remains quiet. It is not wise to say overmuch about political reconstruction, but the power which rules Russia has quietly begun and has already progressed with the reorganisation of the fighting force. Tho Commanding General appoints Commanders, and so on down to the ranks, thus the nucleus, of an absolutely trustworthy fighting force of half a millioh men is already forming and is perhaps formed.

Tho “Daily Express's’’ Petrograd correspondent advises England to watch for the silver lining in the cloud. Re asserts that the' Bolshevik Fabian tactics are already enticing Germany into a quagmire. He adds:—“Although Russia in a military sense, is out , of tlic-wai, she is still playing a part.” He emphasises Germany’s trouble in dealing with tho irreconcilable peasantry and the mutinous spirit of the Polish troops.
