A new German regulation withdraws the protection of- neutrals from anj ship belonging to any country which had concluded an agreement with the • enemy respecting the cession of tonnage or if the greater part of tho merchantmen of tho country is concerned, if sailing for enemy ports. Henceforth such vessels will be treated as enemy ships.
