Air Owen introduced a resolution in the Senate authorising the President to call a League, of Allied nations. U urged that United States, England, France, Japan, Italy and China should draft a treaty stipulating principles of international law. The League should require Germany to make peace in thirty days, or be isolated commercially for five years, or an increased penalty if Germany long delays peace. Mr Owen suggested it might be nr cessary to cut out Germany' from

ports and imports, cables, telegraph and mails.

Mr Owen’s speech, following Lord Parmoor’s in the House of Lords, j« interpreted as the. beginning of an informal feeler of world opinion, that the League of Nations should enforce a post-war peace.

THE GERMAN COLONIES. Received, this day at £.45 a.m. LONDON March 21. The Empire Resources Development .Committee 'forwarded a resolution to Hon. Lloyd George expressing the hope that, the German colonies will not he returned, owing to her callousness towards aboriginals, and also the danger of being used for military and naval bases. Further, to return those colonies conquered bv our valiant Overseas troops would occasion profund disappointment in the Dominions and might weaken the unity of the Empire.
