If Japan has her way the Germans will never-regain a footing in China:. Their difficulties in Russia are only beginning. It is impossible to largely replenish the food stuffs, and the reorganisation of Russian transportwill take years. A BANKRUPT RUSSIA. Received, this day at 8.45 a.m. LONDON December 28. The ‘Morning Post’s” Petrograd correspondent says the financial .commissioners report- on Russian finance shows that after six weeks of administration the Bolsheviks are forced to admit that the State’s resources are absolutely ruined. No State imprests have been incoming. The tramways have ceased to he a source of income. All resources of income have dried up.
A RUSSIAN REPORT. Received, this day at 8.45 a.m. LONDON December 28. Field Headquarters issued a communique, after several weeks during which there were no operations on the northern front. Fraternising has been plentiful. The communique indicates that at least two thirds of the Russian lines are still in existence,’ independent of the Ukraine Government which has assumed the responsibility for the defence of its sector against Germany. Negoiations have begun for the restoration of traffic between Russia and Austro-Germanv, the latter hoping that food supplies from -Russia will save the critical situation . DOOMED TO COLLAPSE. Received, this day at 8 45 aan: NEW YORK, December 28. The ‘Daily News”’ Petrograd correspondent says the peace negotiations at Brest Litovsk appear doomed to cojlapse. A separate peace between Germany and Russia is growing more improbable. .
