IMPERTAL FEDERATION. LONDON December 9. . Dir Herbert Samuel at Huddersfield said the Empire was a Commonwealth without a constitution. Imperial federation as ordinarily understood ,was impracticable. An Imperial Cabinet was desirable but inadequate. He suggested an Imperial Assembly whose members should he chosen from various parliaments of the Empire to secure the greatest possible measure of agreement- in matters relating to the Empire as a whole, and transmit them to the various parliaments for ratification or other wise.
