Received, this day at 8.46 a.m. PETROHRAD November 26

The Maximalist News Agency lias published a series of secret documentsand telegrams which included Russia’s demand for Constantinople the west coast of. the Bosphorus, the sea of Marmora and the Dardanelles southern Thrace, up to the Enos-Miclia line the Asiatic coast and islands in the sea of Marmora also the islands of Imbros and Tenedos.

The Allies preferred the claims demanding that Constantinople should become a free Port and further demanding recognition of their rights over Asiatic Turkey, as well as the preservation of sacred place in Arabia under Mussulman Sovreignty and the inclusion of the neutral zone in Persia within the sphere of British activity. Russia agreed hereto, being of the opinion that tho Khalifate should bo separated from Turkey, and bargaining for a retention of settlements in the Persian towns of Ispahan and Yomed.

As regards the future frontiers of Germany, France demanded, and Russia concurred in the return of Alsace Lorraine also the iron ore and coal districts, and wooded region on the left hank of the Rhine. Moreover, certain territories wore to lie separated from Germany, and freed from all political and economic dependence thcron, being mdc a free neutral state, and occupied bv Russian troops until certain conditions and guarantees were fulfilled and peace concluded. Tcrestchonko’s telegrams indicate that when Britain, Italy and France impressed M .Kerensky with the urgent necessity of making the Russian anny capable- of fighting, this was resented, and Terestchenko expressed appreciation to United States for their nonparticipation on that occasion.
