A German official statement explaining the extension of the barred zones round England and Fiance and the establishment of a barred zone at 11,0 Azores says.—Our enemies are securing the servisces of neutral tonnage by all kinds of pressure including the tightening of the starvation bloekade against neutrals. We are compelled to extend th*o submarine operations against England’s unscrupulous tyranny, which ignores all rights, especially of the smaller nations. Our widening of zones chiefly that encircling England aims a blow at traffic that is increasingly important to England. The Azores is important as an economic military base on the Atlantic route. Moreover the Mediterranean channel to Greece- is henceforth closed inasmuch as the Venezelist Government uses it less for supplying people with food then for conveying weapons and ammunition,
