AUSTRALIA’S PROPOSALS
(Received this day at 1.20 a.m.,) MELBOURNE, Nov. 13
As forecasted, Mr Hughes’ conscript- j ion proposals, as outlined at Bendigo to- | night, include a continuance of voluntary enlistment, with compulsory reinforcements ballot, to maintain 7,000 monthly. It is proposed to ballot single men from 20 to 40 years of age, including widowers and divorcees without children. There is a lengthy list of exemptions. It will not call up married men or exempted classes. After making all allowances, it is estimated the scheme will provide for sufficient reinforcements for 2J years. Ample provision is to be made to ensure the necessary labour essential for industries. Government- makes the issues vital, and must have power to raise the number required. They would not attempt to govern without it.
