A White Paper, giving the An<*toDuteh correspondence on the gravel question, shows the Dutch Government not only contended that the gravel transmitted was no intended for military purposes, but that the Rhine Convention aud other agreements imposed on Holland an obligation tio guarantee free navigation of the waters lying between the Rhine and Belgium. Hon. A. .1. Balfour disputed the applicability of the agreements quoted, and asked if Holland regarded the agreements as preventing the enforcement of her obligations as a neutral, on what ground she claimed to prevent the departure of German ships captured at Antwerp hy the Belgians.
