INCIDENT IN HOUSE.

MINISTER AND MEMBER. MR RUSSELL WITHDRAWS FROM CHAMBER. Wellington, Oct 20 The Minister of Internal Affairs and Mr Witty figured in a remarkable incident, during the committee stage of the “ washing-up ” Bill. Mr Witty asked if a clause relating to the boundaries of Taupo County had anything to do with, the Minister •f Internal Affairs.

The latter explained that it was inserted at the request of a conference of settlers.

Mr Jennings corroborated this statement.

Subsequently Mr Witty if there had been any alteration in county boundaries which, excluded Mr Russell’s holdings from a rating area. Mr Russell: I’ll give the House a straight answer, and put this man in liis place.- Two county councils, Wairoa and Haw r ke’s Bay, washed to reconstruct their boundaries. There are no areas which do not pay rates, Because every property in New Zealand is liable to pay rates for hospital purposes.

Mr Witty : But not for local rates. Be true if you can. The chairman x’equested that interruption should cease. Mr Russell demanded the protection of the chair, and that the remark be withdrawn, with an apology. Mr Witty: Not by me. I won’t. Mr Russell: I won’t proceed until it is done.

The chairman proceeded to put the clause to the committee. Mr Russell rose and left the chamber, remarking, “If I can’t get the protection of the chair I won’t remain jir the House.”
