Admiral Sir John J.ellicoe, speaking at Sheffield, said evidence of the effectiveness of the blockade was that early in 1915, 256 out of 1,400 ships passed the blockade line, with out Doing boarded. At the ©hd of 1916 only 60 out of' 3,000 got through without being intercepted. The effects of the blockade upon Germany had keen serious. Referring to the submarines he said they had haci a less satisfactory table of figures. The September sinkings were good, but w© intuit not build our hopes too high.
