A punitive expedition that ha:* arrived at Tashkent, arrested the Revolutionary Committee and Governor, whom the local Council of Workmen and Soldiers Delegates appointed.

The World’s Petrograd correspondent had an interview with Verhovsky the new War Minister. “By the spring you’ll see a now Russian Army based on the principles of initiative. W r e. We are travelling the right road and must triumph, or our soul dies.” The basic idea of re-organisation is .to ga'in. the confidence of the rank and file, commanders and their methods, and profitably utilise tho Soldiers Councils.
