A member of Government says the Moscow industrials, delegates of the democratic Conference and Cadets have reached agreements regarding the constitution of a coalition Government. The Daily Chronicle summing up the political situation in Russia -says Demcfctratie Conference revealed looseness owing to the great number of delegates. The leaders therefore admitted a scheme for a so-called preliminary parliament which will be a new edition to the Democratic Conference on a manageable scale. Each group nominates a number of member's of parliament in proportion to its con forenco strength, the nominees being approved by tho conference. Russia will thus have a permanent session not of a' parliament in the western sense, but a body which is based on several sections of public opinion.
Democratic conference notes regarding the coalition are so contradictory as to constitute a fiasco.
Kerensky is now negotiating for a new Coalition Cabinet, wherein .Mascow manufacturers, Cadets, Burgooise co-operate.
,Berated lo who pfcoved the strongest man of the conference, has given provision sanction to form the coalition Cabinet. It is unknown what responsibility the Cabinet will have to tho Provisional! Parliament. An election to property constitute an Assembly Ls tlio capital need of Russia.
