In a debate in the Chamber, a' deputy stated that the Budget Commission felt hound t-o refuse considerable sums for despatch of munitions to Russia because thd munitions either did not reach their destination or were not used when delivered. FINLAND’S GOVERNOR. (Reuter’s Telegrams.) PETROGRAD, September 26. M. Notarassjif, the former vice-presi-dent of tho Council, has been appointed Governor-General of Finland m succession of M. Stakokvieli, who has resigned.
