Though there is only one Socialist on the Directory the Council of Workmen’s | and Soldiers’ Delegates claim that the i Government will be responsible to a " conference of ISOO delegates elected by ' the Petrograd \cp-operativo societies, town councils, and local branches of . the Soviet. ! Numerous petitions have been sent D from all parts parts of Russia demand--7 ing tho suppression of the Soviet, which ‘ is accused of hindering military operar, tions.
The troops are dissatisfied with the slow progress of the trial of M. Sukhomlinoff and his wife who are charged ■with malpractices 'regarding the War Office supply to the troops early in the war. Tho trial has' been proceeding lor several weeks. The soldiers demand that the accused be handed over to summary treatment. The governor of the prison refused the demands. The troops declared that if the trial is unfinished in throe days they will sec that it is ended. Meantime they enforced their demand that the Sukhomlinoffs must he fed like common prisoners. A great fire at the military factored at Pntilovo caused immense damage. POLAND’S REGENCY. LONDON, Sept. IS. A wireless Berlin official message announces that Austria and Germany have decreed the creation of a Regency Council for Palond. Three members will bo appointed, the two Governments to exercise' supreme power until taken over by the King or Regent who will carry on with the permission of the two Powers, legislation to be in cooperation with the State Council and the Kingdom. Its decision must be counter-signed by the Premier. It wifi authorise the Governor-General to issue binding orders for the maintenance of important war interests.
