LONDON, Sep. 15. Russian 'official.—'We twice attacked southward of Pauske, but were repulsed The enemy in the region of Medug is strongly fortifying himself. We . attacked in the region of the Pakoff read and occupied Kronberg. Further southward we advanced 800 yards and occupied Peine, Kestzen, and Sisseral. .*■- We are advancing towards Lemberg. :We ‘repulsed the enemy westward of Okna. Our torpedo boats bombarded * naval batteries on the Oourland coast. Fires were observed.
MINISTERS RESIGN. PETROGRAD, Sep. 15. Seven Ministers, including M. M. Teretchenko and Tchernoff, have resigned. The Cabinet changes are showing a great improvement, particularly i* the resignation of M. Tchernoff, whose agrarian proposals made coalition impossible. M. Avksentiff, president of the Peasants’ Council, succeeds M. Tchernoff.

ON RIGA OPERATIONS.
(Received This Dav at 9.50. a.m.) PARIS, September 16. Colonel Ohumsky, the well-known Russian expert, points out that the laok of man-power for the long line between the frontier and Petrograd is one reason why the march on Petrograd is improbableThe Gomans have only 200,000 men ou the Riga front. The Russians opposing them are well equipped, and Their demoralisation was the only cause of the German advance. The weather is also against an extended march. Heavy guns cannot move more than two or three miles a day. The autum n floods are coming r on. Moreover the Dvinsk, Polotsk and Vitebsk must be taken first. The enemy is thus unlikely to pass the Dvina line. It is impossible to capture the Russian fleet by naval enterprise as the land batteries are too powerful.
