WESTLAND HOSPITALS AND CHARITABLE AID BOARD.
TUESDAY, SEPT. 17th
The Board meth at 7.30. p.m. Present : —Messre J. Breeze (Chairman), R. Wild, A. Clifton, O. H. Blank, T. W. (Bruce, A. Hutchison, J. Griminond, 11. Noriuan, and R. Roberts. The Chairman stated ho had given the Secretary leave of absence till Thursday on private business. — Action approved. Air. Wild acted as secretary for (lie mooting.
The minutes were read and confirmed and correspondence outward approved.
Mr. Clifton asked that in future when old age pensioners' were removed from one institution to another their relatives or friends bo notified to that effect. He moved to that effect. Secondly Mr. Hutchison and carried. INWARD CORRESPONDENCE.
From Master, Kumara hospital stating that 9 beds were available for patients, but only bedding for four. Asking for fhanglc in doctor’s residence at Ross be forwarded to Kumara and recommending the appointment of a housemaid and laundress combined—Received. It was resolved the matron appoint the assistant at a salary of i.'l per week; the mangle to be sent on. it was resolved, in' accordance with the suggestion of the Master that the old age pensioners at Kumara he notified that in future the washing allowance will bo deducted and the washing arrangements carried out by the hospital. It was resolved on the motion of Air. Grimmoml, seconded by Air. Norman, that old age pensioners in the hospitals ho notified that from the end of the month, in view of the increased pension, that they will he paid 15s per 1 month. It was resolved that the matter for securing supplies for Kuninwi Hospital be left in the hands of the Alaster, Arr. Phillips, for three months. From I’. Kennedy asking for leave of | absence from 10th to 14th.—Received , and granted. . From T. Kennedy, resigning his ] position as Secretary and Health Inspector, and asking that he he relieved on llflth Nov.—Received. Air. Clifton moved that the resignation, he accepted j with regret.—Seconded by Air. Hut-, ehison and carried. I A grant in cash of £3 per month was made to an indigent person. J From Inspector-General of Hospitals stating that a voucher had been passed' for maintenance of four patient* from | .Mental Hospital.—Received. 1 From same stating that the Hoard had no power to pay expenses incurred by All*. Warwick, Secretary to the Otira ! Committee, attending the deputation to the Alinister at Hokitika. —Received, j From Otira Committee forwarding £55 15s Bd, proceeds of annual ball.—'Received with thanks. j From Airs. Sheriff enclosing £5 in 1 settlement of maintenance account.—Re reived and accepted. j From Otira Committee enclosing resignation of Airs. Campbell as housemaid.—Received and accepted with regret, the, filling of the position being left to the matron. It was resolved to forward a letter of appreciation of pastservices to Airs Campbell. From Al. Kelly, Awntunn, enclosing £(5 in'settlement of account for maintenance.—Received and accepted. 1 From Police Officer. Hokitika enclosing reports of a couple of investigations —Received. From Hon. Alinister of Hospitals, Wellington, approving of the appointment of Mrs Percival as District Nurse for South Westland.—Received. From Airs. Percival stating she would take up her duties in two weeks.—Received. From Director of Alilitary Hospitals Wellington re correct vouchers.—Received. " From Inspector-General of Hospitals circular letter on massage.—Received. A number of applications for aid were considered and dealt with. From Totara Committee forwarding accounts, and asking that a new committee (be elected.—Received. After some discussion it was resolved that at present the duties of the Committee he allowed to lapse, a vote of thanks being passed to the late Committee for past services. It was resolved that the Totara secretary be given one months notice of the termination of his ser-
vices. A DJOURNED BUSINESS. The following matters adjourned from the last meeting were dealt with. From A. Warwick, Otira stating that in view of his having brought his wife to Hokitika for treatment instead of having the Board send a doctor to Otira, that consideration he given to his maintenance account.—Received; left to the Chairman and Secretary to arrange.
Fpoin Otira Committee enclosing accounts from Dr. Fleming to a number of residents who had been treated outside of hospital, and stating they expected treatment free.—Received. It was resolved that the Committee be informed that Dr. Fleming had been paid for all visits to the Hospital and the Board could not recognise liability for any visits made outside of the institution.
From Ed. Gibb and James Ritchie, South Westland, re South Westland nurse.—Received.
RESIGNATION OF MR. BRUCE
Before the notice of motion given by Air. Wild was dealt with, Mr. Bruce said he would be an applicant for the vacant position of Secretary, and he therefore desired to tender Ids written resignation a« a member of the Board. He did so with regret after over 20 years of service. He thanked members for the uniform courtesy extended to him, and asked leave of the CJiairman to withdraw, before the notice of inotiqu was .dealt with. He .then withdrew .
IN COAIMITTEE.
Tho Board then wont into Committee to deal with the notice of motion by Mr. Wild—That the salary oi tho secretary and health inspector bo fixed at £lso* per annum, with the privilege of undertaking other duties, and he be required to be in attendance at the office for one fixed hour daily.” After a lengthy discussion it was resolved tho duties of the Secretary be to attend daily at tho office from 10 a.m. to noon, except on out patients day when the hours shall bo as required, at a. salary of £l5O per annum, with free use of the Board’s office.' Consideration of the making of an appointment was deferred till next meeting.
The application of A. Wright, wnrdsman at Westland Hospital was considered, and also the question of salaries of other members of the stall. After a lengthy discussion it was resolved to bold over all questions of increase of salary until the end of the financial year. It- was resolved to urge the Hospital Department that the Board considered the time opportune for all nurses to be graded. The Board then resumed, and the business dealt with was approved.
REPORTS From Surgeon-Superintendent, Westland Hospital reporting on 31st July there were 39 patients, admitted during August 11 males, 12 females; total treated -10 males, 22 females—62. Discharged cured, 5 males, 4 females; relieved "> males, died 5 males, 2 females. Total discharged, 15 males, (5 females—--31. In hospital on 31st August, 13 males, 5 females—lß.—Received. From Alaster Totara Hospital reporting admissions during August 2, discharged nil. Remaining on 31st August 13.—Received.
From Alaster Kumara Hospital, reporting on 31st July there were 5(5 patients; admitted during August 4, i 1, remaining on 31st August 32.—Received.
From Treasurer reporting receipts £292, 11s 2d; payments £792 13s 3d; Bank overdraft £1615 19s od.—Received . Attention was-dfawn to the fact that Kumara Borough was six months in arrears in their levy to the Board. It was resolved on the motiin of Messrs Griinmond anil Wild, that the Council lie asked to pay at once. From Finance Committee recommending accounts amounting to £559 Is 2d be passed for payment and enclosing an account amounting to £93s Id Trim A. B. Spiers for stationery from
Alay 1912.—Received. The accounts were passed for payment and Air. Spiers’ account referred to ATr. Rouse for enquiry.
From Westland House Committee reporting conditions at-the institution were satisfactory.—Received and approved. A number of other matters were dealt with and the Board rose at 10.30 p.m.
