In to-day’s instalment of his memoirs Mr. Gerard returns to the anxious week prior to the declaration of war. Ho relates how everything to Germany ’s_fixed determination to make war. Finally, when Mr. Gerard saw there was praotically no hope, he addresesd on August 30th a last despairing appeal to Count Hollweg, which was probably unprecedented ip the'annals of diplomacy. The appeal made in the letter was:—

’ “Is there nothing my country can do, nothing I can do, towards stopping this dreadful war. lam sure the President will approve of any act of mine looking towards peace.” Mr. Gerard adds simply to this latter —1 never had a reply. War was declared on Russia next day.
