The Press Bureau states: The Germans for a considerable time asked the Belgian Socialists in Belgium to participate in the Stockholm conference. The latter pointed out that was impossible without a mandate from a party meeting whero a free expression of views should ho allowed Ultimately the Germans consented to the meeting , which declined with, two dissentients to attend the conferenc oven though British, French and Italian delegates attend.
